Outcome and novelty: It was carried on the expertise and the work out of the final variant of the Komsomolsk Development Strategy; It was given the methodical and consulting help to the work out of the projects for Magdalinovka Administration; It was worked out the project of typical recommendations of the municipal development strategies; It was worked out the project "The System of the Consultations and the Distance Learning for the Municipalities by the Work out and Realization of development strategies"; There were prepared and published 37 articles and manuals; It was added the module ("The Strategic Planning") to the normative part of the plan development for the MPA program, and prepared of the relevant methodical materials; There were prepared the methodical materials for the new module "The Municipal Management" for the students of the MPA program; It was improved the matter of the modules and disciplines, which are relevant to the subjects of this research work (for all Institute specialties); There were extended the list of masters' thesis on the relevant directions; There were worked out the distance learning courses ("The Еffectiveness and Quality of the Public Servants" and "The Strategic Planning and Realization of the policy at the Central, Region and the Local Level", and prepared the relevant methodical materials.
