The subject of the paper is budget components studying on the level of Ministry of agricultural policy, and investigation of factors that influence budget forming and its results. The basis of the method is the analysis of legislative system, state of economy in agricultural sector, the influence of government policy and government reforms on its development. It resulted in decreasing work on the preparation of the State Budget 2004, and simplifying of the process of its forming.
