Dobrov center for research of scientific and technical potential and science history studies of NAN of Ukraine popup.description2 Objective of the study is to elaborate concrete orientations for governmental policies to implement the declaration by the President of Ukraine on the transition into the innovation-based model of economic development. It offers theoretical and methodological framework for this inovation-based model and its driving mechanisms, by approaching the innovation-based model as a means to come out with a strategic national goal, e.g. building up of the knowledge-base economy. Subject of the study is the innovation-based model of economic development, its specifics, essence, main parameters, theoretical and practical definitions. Main features of the innovation-based economy are defined by analyzing the experiences of advanced countries. The economic performance of Ukraine is assessed in terms of its innovativity. The assessment involves analyzes of its strong and weak sides, identification of the most serious systemic problems and barriers on the way to the innovation-based economic development. It proceeds with defining of main areas of governmental policies aiming to build up such model, hallmarks of the economic restructuring, institutional and functional restructuring of the S&T potential, up-grading of the education and training system, managerial and legal culture of personnel and specialists. The project highlights a number of common stereotypes that must be abandoned while implementing of innovation policies. It offers proposals on a mechanism for implementing of the innovation-based model of economic development of Ukraine, relevant financial, organizational and legal arrangements, building up of the innovation infrastructure and developing of mechanisms to foster the innovation-friendly business environment.
