Studying methods for some branches of industry and enterprises, questionnaires used in on-line mode are developed. Recommendations for working expert groups' selection are presented. Critical technologies set, recommendation for their license patent drawing up and commercial realization are presented. Scenarios which correspond to used to them realizable and realistic criteria, accepted risks indexes are selected. Projects of laws of Ukraine, projects of orders of president of Ukraine, government projects of acts according to realization of selected scenarios of innovation development are suggested.
