The analysis of a condition and basic tendencies of development of tourist branch in city is resulted. Proceeding from the available preconditions for development of tourism, the priority directions of tourism which can be developed in the given territory are scientifically proved, and also the kinds, necessary for city, of the scientific and practical help are determined on the part of state and scientific and research institutions, consulting companies and other experts for development and realization of the projects of their development. The especial place is allocated to the analysis of area investment policy and substantiation of necessity of realization of theinvestment and innovation projects in tourist branch and effective development of tourist industry. The innovation character of the given scientific product consists in the estimation of local tourist resources for elaboration of the tourism development program in small historical city is carried out for the first time in Ukraine.
