The developed concept envisions implementation of a series of tasks on receiving revenues of the budget and organization of an effective utilization of expenditures of the local budgets, that will promote the solution of social and economic and cultural problems of the local communities, the boost of an activity of firms of different forms of ownership and, accordingly, investment processes. The designed measures are intended for strengthening of a state policy and reforming of a budgetary system of Ukraine. The social efficiency of the concept is directed on maintenance of fulfilment by institutions of local government of the authorities and functions on providing public services for local population, that is a key factor for the discontinuance of destructive migration in small cities, and their extinction thereof.
