The analysis of existing system of preparation, retraining both improvement of professional skill of the civil servants and officials of bodies of local self-management in view of the basic rules and principles Bologna of process, and also foreign experience of preparation of the civil servants to performance of functional official duties, has allowed to develop innovation conceptual principles of construction of domestic system of professional training of the civil servants and officials of bodies of local self-management. On this basis the models of continuous system of education of the civil servants and officials of bodies of local self-management are constructed and the necessary projects of specification-legal maintenance of functioning of the specified system are developed. Results research work is planned to use at improvement of system of professional training of the civil servants and officials of bodies of local self-management.
