A target of work is development of physical and chemical principles of creation of the multicomponents explosive systems, which are preventive characteristics. Methods - gravimetric, visciditycal, thermal, electric, optical, thermodynamics computations on the developed mathematical model. The basic physical and chemical principles of creation safety emulsion of explosives are developed. The suggested sensibility new way of the combined sensitization emulsion of matrixes which unites chemical aeration by microbubbles oxygen and power additives with katalization properties. The developed compozitions of new emulsive explosives have descriptions (speed of detonation, critical diameter, energy of explosion), exceeding the best foreign preventive EEM. The expected economic effect from introduction of novih preventive EM will make 70 - 80 $ USA/ 1 t EM.
