It allows to distinguish processes of solar cosmic rays (SCR) propagation for weak and, accordingly, strongly developed turbulence of an interplanetary magnetic field. The SCR propagation in model of a radial interplanetary magnetic field are considered, a particles distribution function, particles density and degree of an anisotropy are obtained, the estimation of particle injection duration in interplanetary space is made. The comparative analysis with the data of experiment for specific flashes SCR is carried out. For the first time the exact analytical solution of a Fokker - Planck kinetic equation in the second order by the pitch angle is obtained . The entropy balance of cosmic rays (CR) in a sidereal wind for free exchange of particles with an environment and in opposite case is considered .
