Research objective: to develop principal approaches to improvement of the methodology to form the consolidated balance of Ukraine's financial resources by main components, carry out analytical and forecast calculations for the period until 2006, elaborate proposals for optimization of the structure of the consolidated balance of financial resources, its equilibrium and sufficiency for the support of this country's economic development. Research methods: in the process of research, the scientists have used methods of systemic analysis, methods of comparative, analytical and expert assessment, and econometric methods. Theoretical and practical results: elaboration of principal approaches to improvement of the methodology to form the consolidated balance of Ukraine's financial resources, determination of principal factors of influence on the dynamics of budget components; analytical and forecast calculations of the consolidated balance of financial resources for the period until the end of 2006, preparation of proposals for optimization of the structure of the consolidated balance of financial resources, its equilibrium and sufficiency for the support of investment processes and this country's sustainable economic development.
