On the basis of the system analysis of information streams in existing departmental systems of maintenance of management mobile objects and needs of potential users SIIS offer and prove tasks and actions of the Complex program, the economic substantiation of the Complex program is lead, cost of works on realization of the first stage of the Complex program (2005-2009) is appreciated. In the report the following results are resulted: a substantiation of tasks and actions on directions: creation and development of organizational - functional and information structure GIIS; creation and development of the integrated systems and means of supervision; Creation and development ofthe integrated systems and means of navigation; improvement and development of a communication facility and creation of telecommunication system GIIS; the project of the Complex program of creation and development of the state integrated information system of maintenance of management by mobile objects (communication, navigation, supervision).
