Theoretical and methodological bases of maintenance of the mechanism of steady functioning socially - economic systems, and models of an estimation of rates and factors of economic growth of economic systems, problems at forecasting and planning of their potentials are considered. Necessity of development of macroeconomic model of representation of market economic system by means of use of circular movement of commodity-money streams between the basic sectors of economy is proved. Main principles of modelling of formation and distribution of resources in economic system are stated on the basis of macromodel. Volumetric models of circular movement of streams of monetary - commodity resources in the market economic system, allowing with sufficient accuracy to predict change of the basic macroeconomic parameters during realization of programs of economic growth on the basis of use of " points of growth ” national economy with partial application of the mechanism of credit issue in view of multiplicate effect and generation of financial resources is developed. Features of formation and movement commodity - monetary streams in model of economic system are investigated. The computer program displaying volumetric representation of market economic system, and the circuit of interaction of the basic sectors and the markets of macromodel are prepared. The complex of theoretical substantiations and mathematical modelling of process of use of credit issue for formation of resource base of economic growth is made Questions of formation and generation of financial resources by bank establishments, including at development of bank hypothecary housing crediting, bank investment crediting are investigated. Theoretical and practical aspects of formation and estimation of monetary streams of subjects of managing are considered. Influence of system of the taxation on formation of monetary streams of subjects of managing is investigated.
