The offered criteria are sensitive to the moment of occurrence really limiting on the value of the intense conditions as at their application the specified design procedures of reinforced concrete constructions are used. That is why display real processes which arise in designs at different operation phases. Usage of the given method in practice will enable to prevent possible emergencies. The data of experimental researches reinforced concrete beam constructions at a stage of destruction are cited. Effective method of strengthening of reinforced concrete constructions which were destructed because of long extreme loading is offered. Method of calculation of strengthened constructions is given atthis work. This method allows estimate bearing strength of strengthened elements during project work on strengthening and restoring.
