Object of research - investment potential of pension funds of the second and third level of a pension system in Ukraine. The purpose of research - mining about an estimation of an investment potential of pension funds on the scientifically - are justified theory-methodological fundamentals. The definition about an estimation of an investment potential of an accumulative level of a pension system promotes maintenance of achievement of maximum social and economic effect from an intrusion both operation of Accumulative fund and non-state pension funds and streamlining of their investment activity. Absence of experience operation of a system of an accumulative provision of pensions in Ukraine, and also regulation of investment activity of pension funds, which one reshape this system, demands research domestic legal and economic conditions of operation of similar systems and granting of the guidelines concerning operational use, both norms of the currentlegislation for simulation and forecasting of engaging of financial resources by accumulative levels of a pension system with allowance for of current condition of domestic economics. Object of research - processes of formation of investment resources of Accumulative fund and non-state pension funds in conditions of modern development of the financial market of Ukraine with allowance for of limiting of they forming, definite special acts of the legislation. Method of testings. At problem solving of research the legal and special exploratory methods, method of the logical and comparative analysis, legal and economical analysis of intercouplings , factor analysis, tendencies of development, processing of the statutory acts and references. Outcomes of research. The justification of conclusions confirms by their approbation at discussion on scientific - practical round desktops, which one was held in representation of World bank in Ukraine, Committee Verhovna Rada of Ukraine on the finance and banking, Ministryof economics and on European federating of Ukraine, State commission on securities and stock market, State commission on regulation of the markets of financial services of Ukraine, Ukrainian association of investment business. The outcomes of activity are inserted in practice of activity of the Ukrainian institute of development of the stock market. The main sections of research are handed to the publication in the periodic scientific editions. The findings of investigation can be used at opening-up of the normative documents on the basis of which one the analysis and control of investment activity of Accumulative fund, and also analysis and regulation of investment activity of non-state pension funds will to implement.
