The object of the study is an adaptation Central Department of Civil Service Management system to DSTU ISO 9001-2001request on the basis of functional investigation, which was organized within the framework of research work " Research of possibilities for implementation of International Standard for Quality Management ISO 9001 for activity of executive governmental bodies (on example of Central Department of Civil Service)". The attempts of the partial Management system improvement and modernizations can not give that positive result, which requires in our time. This confirms need in principal new approach, methods and methodology of existing Central Department of Civil Service Management system and in state as a whole. State service management must provide optimum execution their own functional duties with civil society standpoint and consumers requirements to product and services of the state institutions satisfactions. Herewith undertaking unified state politics must be provided in sphere of the state service and realization of the systematic checking for its realization. We can optimize execution of these tasks by development of methodical base, processes and procedures of the shaping and taking the management decisions, execution and use of taken decisions and their analysis, system analysis corresponding to legislative base for optimum shaping and taking the management decisions with provision for operation all levels of state service and orientation on consumers needs and wailings. The purpose of this study undertaking and the scientific work performing is an improvement quality of Central Department of Civil Service work with use of best world specialist on management, which created theinternational standard ISO 9001:2000 experiences, improvements quality of its product (the management decisions) and services. The got results is recommended to introduce in the other institutions of the state service of the Ukraine system (on Central Department of Civil Service example), where it is possible to expect of the similar effect receptions.
