At that, about 30 % of natural uranium and 100 % of zircon concentrate is made in Ukraine. Other elements of the nuclear fuel cycle production are located in Russia and Kazakhstan. Complex Program for nuclear fuel cycle creation in Ukraine approved by Ukrainian Cabinet Council's decision dated 12.04.1995 # 267 assumed to provide the Ukrainian NPPS with 100 % needs in natural uranium up to 2010, to create production of zirconium rolled stock, furnishing products for fuel assemblies and nuclear fuel. Nevertheless, lately, the tasks of the program have not been executed for different reasons. Therefore, proceeding from realities of the present time, it is necessary to adapt the Complex Program for nuclear fuel cycle creation in Ukraine. Main objective of the Program is to achieve providing completely the needs of the nuclear fuel cycle with domestic raw material and to increase, as much as possible, domestic contribution in furnishing products and final product based upon ratio "expenditures - benefit". The purpose of the research is to develop the updated edition of the Complex Program for nuclear fuel cycle creation in view of real conditions at the Ukrainian nuclear industry's facilities, financial support and strategic task on integration with the Russian manufacturers. Technical problems, which are subject to research, are: to specify the nuclear fuel cycle components required to be created in Ukraine; to substantiate the schedule for production capacities financing and development. The work is executed on the basis of earlier research works on "Strategy for development of nuclear power of Ukraine till 2030", "Complex Program for nuclear fuel cycle creation in Ukraine" approved by Ukrainian Cabinet Council's decision dated 06.06.2001 # 634-8, "Complex Program for production development for zirconium alloys and products from them in Ukraine ", "Program of Ukrainian zirconium integration into production of nuclear fuel for reactors VVER-1000" taking into consideration the project "Power Strategy of Ukraine for the period till 2030 and further prospect". The report consists of 11 books, namely: Complex Program for nuclear fuel cycle creation in Ukraine; Support and development of the operated mines capacities; Novokostyantinovskeh deposit development; New uranium deposits development; Uranium ore processing; Production of blocks from zirconium alloy; Zirconium rolled stock production; Fabrication of furnishing products for fuel assemblies for reactors VVER-1000; Research & design and information support for nuclear fuel cycle facilities. Technical reequipment of research institutions; Environmental assessment of the Complex Program for nuclear fuel cycle creation in Ukraine; Economic evaluation of the Complex Program for nuclear fuel cycle creation in Ukraine. The report gives the analysis of the raw base and nuclear industry's facilities conditions. The calculation of capital investments for the program realization; the dynamics ofuranium and zirconium production volumes; the capital investments efficiency evaluation are given.
