According to results of research there is the enough high level of political activity in Kiev. More than a half of respondents specifies that they are interested in the political life. Sure, such interest is represented by election activity of citizens: 79,1% expressed the desire to come on Supreme Soviet elections of Kiev and district advices, if such elections happened in the nearest Sunday. Today there is the important aspect of political consciousness of citizens attitude to the proportional system of elections in local advices. As the results of questioning the appeal of citizens to such changes of electoral legislation is ambivalence - number of admirers (43,0%) and opponents (39,2%) of the proportional system approximately identical. In a pre-election situation it is necessary to know in which way those or other factors influence to the electorate choice. The results of the questioning testify that on the whole for the habitants of city there are the most obligatory conditions such as: the presence of the attractive and clear pre-election program at this party; activity of party in explaining of the program aims; considerable charismatic resource - at the head of party there is to be a famous political leader.
