The purpose-analysis of personnel actions of the NPP operations staff with reactor vver-1000/320 under accident control concerned with small LOCAs and failure of the HPIS. Computation analysis were performed using code RELAP (on the example of ZNPP, Unit 5). Were defined an accident peculiarities, identified the operations staff crucial actions and time intervals for diagnostics and accident control. Was conducted the analysis of human actions which perform according to requirements of present EOP and GBDA, and revealed the set of deficiencies in EOP and GBDA that increase the severe accident risk in a case of considered emergency situation. Insights: it is possible to reach a significant reducing of severe accident risks with core damage owing to the accident control increased effectiveness and optimal use of present VVER design technical recources; present emergency operating procedures should be corrected to eliminate thedeficiencies and contradictions. Corrections should be based on the in-depth analyses of emergency processes, human reliability analysis and resylta of trainings using the FSS.
