The projects includes a forecast of expenditures on the development of human capital in Ukraine until 2020, which suggests that this country's lag behind the EC level of this indicator may amount to 8-12 fold, calling for a search of qualitatively new approaches. The authors prove the necessity of transition to an innovative-and-humanitarian model, which could be considered as a development and ramification of the innovation-and-investment model. They show that specific character of innovative-and-humanitarian model consists in harmonization of the interaction between the innovative-and-investment and humanitarian components in the predominantly endogenously oriented economic development based on the use of knowledge. The project justifies the model's components, specific factors, resources and growth mechanisms andprovides conclusions and proposals concerning the guidelines of the use of innovative approach to investments in human development, use of IT in education, and amendment of the laws in the sphere of education, which is necessary for realization of the innovative-and-humanitarian model.
