Universal mathematical model based on combined Eulerian and Lagrangian approaches, is applied to analyses of continuous as well as discrete structures. It appears to be ef-ficient for calculation the flows with moderate velocity gradients on one hand and the flows thin shear layers on other. Appropriate software, aimed at calculation and discrete vortex structures, has been worked out. The obtained results may be raised by environmental protection organization dealing with the problems of atmosphere and water pollution.
