Approaches to defining the structure of the Procedures were justified. There were defined methodological approaches to estimating and forming the corporate rights of a community by its contributions to authorized capital of municipally-owned housing and communal services enterprises.The current legislation on forming, changing authorized capital of legal entities and corporate rights of communities was analysed. The limits of legislative and regulatory acts were determined. There was outlined a circle of questions which need additional regulation and which can be settled at regulatory level. The Cabinet of Ministers of Ukraine decree was chosen as recommended type of a regulatory act to introduce the Procedures. The organizational forms of legal entities which the developed Procedures are to deal with were determined: the classification of legal entities according to the Civil Code of Ukraine and the Commercial Code of Ukraine was analysed; the place of communally owned housing and communal services enterprises in these classifications was determined. The Procedures should deal with: the communal unitary enterprises and the shareholder companies with 100% communally owned capital. The circle of legal facts with which the formation / change of the authorized capital is connected according to the legislation was determined; the interrelation between the economic character of changes to authorized capital and the specific legal facts was established.
