The subject of the research is the social relations in the sphere of local self-government, the problems of legal regulation of the status of local councils and their executive bodies, their place and role in the system of territorial formation of public power in Ukraine and the relations of communal property. The purpose of this scientific and research work is to discover and research the organizational and legal problems of the legal regulation and functioning of local self-government in Ukraine: formation of local councils and their executive bodies, the analysis of the basic provisions of the formation of public power in concrete locations; the forms and methods of their work; the development of scientific and scientific and practical recommendations. The methods of the work: in the process of the research we have used a complex of general and special methods. Universal methods of dialectics constitute the methodological ground of this research. These methods have been used at all stages to discover the laws of local self-government in the process of its development and interaction with other social phenomena. At some stages of the research, special methods have been used: system analysis, structural and functional method, formal and logical method, comparative and legal method and the methods of prognosing and modelling. We have made a comprehensive research of the organizational and legal problems of the functioning of local self-government in Ukraine. A new concept of legal regulation of the status of territorial gromads, local councils and their executive bodies is proposed in this work. The optimum directions of the development of local self-government have been established in this research. The proposals, concerning the perfection of the legal regulation of the interaction of the bodies of local self-government with the bodies of state power have been formulated in the work. As a result of this research, we have developed scientific and practical recommendations aimed at the perfection of the forms and methods of the work of the bodies and public officials of local self-government, training of highly qualified specialists in the sphere of management, who will be able to realize economic and social and political transformations at the local level and in society, in general, and realization of the right of communal property. The practical value of the obtained results lies in the fact, that they have been used as the proposals for the development of the concepts of laws expert estimations of some draft laws on local self-government, on administrative and territorial system, and for the decisions of the bodies of executive power and local self-government in Kharkiv region. The results of this research have been used in scientific work for preparation of the textbooks, manuals, for the development of the corresponding courses of lectures in the field of constitutional law and in the field of state building and local self-government.
