On the claim of the Center and the Bioethics Committee at the NAS of Ukraine, the national body on bioethics was established – National Bioethics Commission at the Cabinet of Ministers of Ukraine (Resolution of CM of Ukraine of 13.12.2001. No.1677 “On the establishment of the National Bioethics Commission”); for the organizational provision of its functioning NSCMBR was set as the basis institution (Resolution of the NAS Presidium Bureau of 08.07.2002. No.179). The first Ukrainian documents on bioethics have been elaborated “Ethical Code of Doctors in Ukraine” and “Ethical Code of Scientists in Ukraine”, “Anthology of Bioethics” book (Lvov, 2003.) was prepared for publication. Active part is being taken in the work of the Forum of Ethics Committees of the Commonwealth of Independent States, within the framework whereof collection of “Standard Operational Procedures for Ethical Committees Activity” (Saint-Petersburg, 2004) was prepared and published, Model Law of Antiparliamentary Assembly of the CIS “On the protection of human rights and human dignity in biomedical research” elaborated. Active work has been conducted in scientific and organizational preparation and hold of the First (Kiev, 2001) and the Second (Kiev, 2004) National Congresses of Bioethics in Ukraine. Activities were held in amending legislative acts to foster ratification by Verkhovna Rada of the Convention “On human rights and biomedicine”. An important contribution was made to setting implementation mechanisms of holding bioethical review of doctor and candidate dissertations in clinical and experimental medicine, biology and veterinary (HAC of Ukraine Bulletin, No.5, 2005).
