A number of average characteristic method schemes are proposed. The technique and algorithms of its application is described. A number of new application schemes of the average kinetic equation method and the method of hierarchical transformation of coordinates are proposed. The general ideology of devices and the non-linear theory of multiharmonic two stream superheterodyne free electron lasers are constructed. It is shown, that such systems can have a lot of unique properties. Namely, they are generators of signals with the complex multiharmonic spectrum, amplifiers of the complex multiharmonic signal with a small level of distortion, etc. The possibility to construct the powerful source of femto-second wave packages is analyzed. The method as well as the design variant of the femto-second system are proposed. The analysis accomplished shown that such source can be constructed on the basis of multi-harmonic two-streamsuperheterodyne free electron laser (MTSFEL). Therein, it can be do on the existing today technological level. TSFEL designs for communication systems and for laser cutting and welding systems are proposed and analyzed. It is shown, that it can be do on the existing today technological level. The multiharmonic quadratic nonlinear theory electron-wave two-stream free electron laser with H-ubitron pumping is constructed. The effect of magnetic field generation is considered in this theory. The analysis for the increment of growth of electromagnetic signal wave is carried out for systems with different type's parametrical-resonant interactions between longitudinal space charge waves.
