Key problems hampering effective functioning of markets for communal services such as water supply, heating and water drainage/sewage are revealed. The study also substantiates the necessity for improvement of the tariff regulation system as a constituent of the state policy aimed at reforming and developing the housing and communal sector in Ukraine. For the first time in the national theory and practice of natural monopolies regulation, a comprehensive approach to systematization of regulated pricing aspects is offered.
