Within the frameworks of developed theoretical conceptions about interaction nature in condensed media for the region of first type phase transition are worked up algorithms and carried out computer simulation of temperature structural-dynamic transformations in bitumen composite model compounds. One of the possible viscidity adjustment methods of bitumen medium, which is based on plasticization of bitumen composites by proper dipole-active components, which have optimum characteristics of dipole relaxation (dielectric friction), is offered. The results of research and elaboration by this project hereafter expediently to use in road building attached to strategy elaboration of purposeful synthesis of road-building materials with forecasting properties. Application of suchcompetition clever technologies will result in considerable diminution of proper financial expenditures, acceleration of production-technical base modernisation of transport-road Ukraine complex, its going out on world technical-technological level. The method of functional materials computer engineering can be used within the frameworks of methodology "technological prognostication", that is developing under United Nations Industrial Development Organisation (UNIDO) and is adapting for strategic planning and forward development of economics priority branches.
