Aim: to prove measures for strengthening survivors' health, optimization of medical and social care on the basis of some health changes regularities caused by nontumour pathology among the Chernobyl emergency workers and adult evacuees with radiation and nonradiation factors taking into consideration. Methods: epidemiological, medical-and-statistical, program-mathematical. Results: Based on the data of registers postaccidental changes of health in cohort of recovery operation workers (68145 men) and in that of evacuees (45000 men and women) were investigated; for that nontumour incidence, disability and mortality rates were used with respect to age, radiation dose and sex 1988-2004. As we tried to reveal causes of negative changes, significant radiation risks for incidence rate of some nontumour diseases (cerebrovascular, cardiomyopathy, neuropsychic disorders, acquired hypothyrosis, thyroiditis, vestibulopathy, chronic obstructive bronchitis, urination, chronic prostatitis) were registered over external doses range 0.25-1.5 Gy (mainly > 0.5 Gy). Among evacuees, true relative risks were revealed at thyroid doses over 0,3 Gy. Nontumour incidence rates were mostly influenced by nonradiation factors (ageing, burdened heredity, unfavourable working conditions, psycho-social, behavioral); radiation factor contribution does not exceed 8 %. Confounding effect due to some nonradiation factors taken into account, radiation risks estimates were specified.
