It is proved, that the acid-base mechanism of the EAP forming into tungsten and molibdates melts is taken to priority formation of the cationazed anions. It is shown, that the surface of electrode and electric field practically do not affect the character of the cation-anion interaction, however their restoration ability is multiplied by the decline of height of activating barriers of renewal. The alternative of stage of processes of transfer of charge at the design of multielectronic reactions of the EAP renewal is explored. Priority of simultaneous transfer of charge is found out on EAP before successive caused outer-spherical catonization of "isolated" anion,which initiates realization of different coordinates of electrochemical reaction at simultaneous and successive processes of transfer of charge.
