The low-priced 25-element antenna having frequency range of 10-60 MHz has been developed as the prototype of a huge new generation radio telescope. Among observed new astrophysical phenomena are interstellar Rydberg atoms in extremely high states (quantum numbers more than 1000) and lightnings in the atmosphere of Saturn .
