The aim: systematic data acquisition and result analysis of experimental investigations of ionosphere by incoherent scatter method. The novelty: by means of incoherent scatter radar, which is the only at the middle latitudes of Europe, the unique data about ionosphere behavior in solar activity minimum are obtained. The structure of ionosphere in 100 - 1000 km range was investigated. Elements of electron density regional model are proposed. Preliminary electron concentration regional model was proposed. New methods and devices for ionospheric measurements are created. Ionosphere database of international format was constructed. The efficiency of introduction: the experimental data essentially promote to solar-terrestrial connections development. The area (branch) of application: the fundamental investigations of solar-terrestrial connections and circum-terrestrial environment; forward-looking technologies of information, the devices of complex automation, the systems of communication.
