The aim: analysis using incoherent scatter data of complex of physical processes determining forming of ionospheric plasma, its structure and property variations upon quiet and disturbed conditions. The method of investigation: ground-based incoherent scatter method. The novelty: by means of incoherent scatter radar the unique data about physical processes characteristics of ionosphere and atmosphere. Variations of ionosphere characteristics caused by solar activity changes was resumed. The devices modernization for information increasing was made. The efficiency of introduction: the experimental data essentially promote to solar-terrestrial connections development and circumterrestrial space physics. The area (branch) of application: the fundamental investigations of solar-terrestrial connections and circumterrestrial environment; forward-looking technologies of information, the systems of communication and radio navigation.
