In the process of research the techniques of analysis and synthesis, statistical supervision and logical generalization are used. A conclusion is founded that the modern institutional systems presents a new type of complication which develops on nonlinear laws and is related with the complete fusion of object and subject of changes, with the increasing role of human factor. Pantosystem properties of the institutional system and forms of its manifestation are exposed. The most significant results of the conducted research are disclosure of the influence of market transformations on the development of human capital (first of all in the process of medical services market formation); overcoming tendencies of monopolization of economy (on the example of consideration of natural monopoly); influence of innovations on the investment behaviour of management agents in market economy; and on the whole uncovering economic synergy of realization of institutional systems potential. Objective laws and trends of medical services market development together with directions of health care services reformation from the position of institutional approach are revealed.
