The regional informative-innovative system as source of national innovative development of the state is a research object. The aggregate of theoretical and practical positions, that determine efficiency of innovative process control is the article of research. Research is based on the results of the newest theoretical and practical developments of home and foreign scientists in the given sphere. Such methods were thus used: logic-dialectical, statistical, comparison, economic analysis, expert estimations and method of evclid distance. The scientific novelty of the got results consists in: 1) to development of the structure of regional informative - innovative system; 2) forming of chart of realization of the complex program of development of region with working of charts of investing and management by realization of the complex program out in detail; 3) to development of the system of criterion estimations of innovative projects; 4) ground of methods of commercialization and advancement of innovative products.
