The purpose of work is to develop theoretical bases of substantiation of scientific recommendations as for creation and effective functioning of economic mechanism (that is, planning, financing, indirect control, management organization) of investment-expenditure expansion into the economy of Ukraine at national and regional levels in modern conditions. Methods of investigation are statistical analysis of investment sector development, analysis of shortcomings and contradictions of investment process. The research is carried out in three stages. At the first stage which covers 1997 year, the analysis of current state of investment sector in Ukraine and the study of investment attractiveness of branches of industry are lead. Methodical foundations are developed and calculations (on the example of Kharkov region) are lead as for comparative investment attractiveness of branches of industries on the basis of expert (theoretical) estimations of financial-productive state of branches, and also on the bases of studying an empirical rating of branches that develops on the market of securities (industrial stock). At the second and third stages which cover 1998 year, opportunities were studied and recommendations were founded as for expansion of investments in the economy of Ukraine by the means of: re-orientation of fiscal policy in a direction of stimulation of technical development of the enterprises; revival of a reproducing role of a amortization fund; widening of volumes of long-term crediting; improvement of rent relations and structure of price of the gas industry products; creation of favorable conditions for expansion of volumes of foreign direct investments; increase of investment attractiveness of branches of economy and regions of Ukraine.
