It is shown that the measuring of dielectric response can be used for identification of ferroglass phase in any disordered ferroelectrics. The lattice defects arised under optical illumination in incipient ferroelectrics KTaO3 and their influence on photoelectric properties are investigated. Measurements of ESR spectra showed that under the influence of light the hole paramagnetic centers O- are arised. Their energy levels position is determined. On the base of ESR investigations the new center Ti3+ which appeared under UV irradiation at low temperatures was detected in SrTiO3 samples. The mechanism of his generation is determined.
