A purpose of study is development of the system of criteria of evaluations and quantitative indexes for determination of efficiency of realization of the programs of overcoming poverty. In the process of work results are got in area of construction of poverty indexes, which have the especially applied value, related to working out problems of research and mathematical design of economic and social processes. With the purpose of account of principles of socially-oriented economy methodology of aggregation of poverty indexes basis of which is made by the mathematical theory of social choice is developed. Formulas are got for the evaluation of indexes of poverty on condition of lognormal distribution of income. The coefficients of elasticity of indexes of poverty are built on inequality and growth. On condition of parameterization of distribution of income the quantitative estimations of elasticity of indexes of poverty are got on inequality and growth. The developed method enables construction of the standardized tables of elasticity for arbitrary allocation of profits with the further scaling on the concrete parameters of distributing. Essence of vulnerability is exposed to poverty and the methods of its measuring are considered. It is shown that vulnerability is the separate measuring of welfare. A method is offered for the evaluation of vulnerability, transitional and chronic poverty and their decomposition. On the basis of concept of the pro-poor economy growth, the curves of favourableness of the economy growing are built for welfare poor and index of favourableness of the economy growing. A thematic plan, unfolded program of educational course, plans of practical employments, methodical pointing, is developed for independent work, questions of controls. The got results have the applied value, related to the increase of level of qualification of workers of social sphere in relation to the problems of research and mathematical design of economic and social processes, in particular, researches of standard of living of population, social defence, development and realization of the programs of overcoming poverty.
