Research purpose is ground of structure of tax receipts in state and regional budgets. Work is devoted to development of theoretical positions, methodical bases and practical recommendations on adjusting of conduct of the economic-ecological system on principles of steady development. The existent instruments of adjusting of ecological conduct of the economic -ecological systems are explored; how a basic economic instrument is offered ecological tax and as the base of this tax recommends an income to taxation. The mechanism of calculation of this tax taking into account the maximum values got on the basis of theory of catastrophes is offered. After approbation it is foreseen to represent the results of NYR in the regional and state organs of management.
