At performance of work structurally functional principles of construction HAPS, principles of creation of networks UMTS from HAPS are developed. It is developed and investigated ways of correction of a withdrawal of the pattern of an orientation of the onboard antenna at movement of an aeroplatform. The model of forecasting of cover zone HAPS is created. Electromagnetic compatibility HAPS with other telecommunication systems of the fixed, radio-astronomical and mobile services is investigated and the technique of a rating of such compatibility is offered.
