The matter of research - the organizational forms of legal entities into which the communally owned water, wastewater and heat supply utilities can be transformed; peculiarities of the transformation process of the utilities; the status, the procedure and the legal form of transferring the property which is not subject to privatisation to the company after corporatization; the minimum share in the authorised capital of corporatized enterprise which should remain the municipal property; the borders of free sale of the corporate rights (stocks, shares) which should remain the municipal property. The objective of work - preparing a draft law "On Corporatization of Communally Owned Utilities, Operating in Water, Wastewater and Heat Supply Sectors" The analysis, synthesis, comparison form the methodological basis of the research. The detailed analysis of legal regulation in sphere of corporatization in Ukraine was carried out. The legal and economic conditions for introduction of corporatization of communally owned utilities operating in water, wastewater and heat supply sectors were defined. The peculiarities of corporatization of the certain enterprises were defined. In particular, such peculiarities are: - the legal regime of property of the communally owned utilities operating in water, wastewater and heat supply sectors; - the utilities operate in natural monopoly sphere; - the management and regulation of utilities' activities is conducted by self-governments of one or several territorial communities. The need for a law of Ukraine which would create legal basis for constant functioning and dynamic development of sphere of housing and communal services was proved. Such a law would allow to introduce transparent mechanisms of realisation of rights of communal property owners and to provide a flow of investments for the development of communal infrastructure.
