The work's purpose is the creation of complexes of the consecutive interconnected mathematical models compatible to hierarchy of decisions which should be made in hierarchical planning and management of complex organizational and industrial systems, and, on the basis of the constructive theory of combinatory problems solution developed by authors, effective methods creation for the of scheduling problems solution that are a basis of the developed mathematical models. During the work the construction methodology for hierarchical models for planning of the discrete manufacture, that takes into account the network representation of manufacturing process and the limited resources and is directed to the enterprise profit maximization was created. Complexes of the consecutive interconnected mathematical models for job shop hierarchical planning and management, "make to order" manufactures planning, small-scale type manufactures planning, hierarchical planning of batch manufactures, planning and management of projects were developed. New effective methods were created for the solution of applied intractable problems of combinatory optimization (IPCO), which are the basis of developed models. The information technology of the developed methods realization were created for the case of the projects management system. The new effective method and exact algorithm with polinomial and decompositional components (PDC-algorithm) for the solution of the known classical IPCO for the tasks total tardiness minimization on one machine were created that allows to solve problems of essentially greater dimension unlike existing methods.
