There have been developed fundamental regulations of mathematical modeling of water turbines' hydro-mechanical and power patterns with variable operating speed and using spline-function methods of 2 variables. There have been developed optimal control principles over operating speed of hydro power units at small HPP under conditions of variable water consumption that ensures maximum efficiency of small rivers hydropower transformation into electricity.There have been determined criteria of economical efficiency for small HPP construction and operation with variable operating speed.
