The regulation of the remuneration fund of the enterprises-monopolists is conducted by the state in order to ensure the stimulating function of salaries, social protection of employees and prevention of monopolistic position misuse. Working out of methodology for determination of enterprises-monopolists, to which labour remuneration funds regulations are applied, is aimed at forming a list of enterprises-monopolists, which have to contribute to the state budget if their funds exceed the estimated labour remuneration funds volumes. The existence of enterprises, which exercise important social functions (f.e. guaranteeingemployment) or ensure social-economic development of the territory, it is proposed not to introduce the labour remuneration fund regulations for them.
