The result of the work is the methods of the modelling, which represents the conversion of the researched problem to the so-called structured problem's domains. There is adduced the decomposition of the root process of the problem decomposition model as the bloks, modelling the corresponding stages of the scenario building process on using the tecnological foresight methodology. The are decided the tasks to estimate the top-priority actions for the decision of the main problems in Kiev on using the method of the analysis of the networks with the taking into account the factors of the incomes, costs, risksand threatening.
