Complex use of geoelectric researches methods with acoustic, georadar and other methods, allows substantially promote authenticity of geophysical information. Theoretical bases of process of generation of lithospheric electromagnetic signals (LEMS) of radio wave range in the earth's crust are offered. Investigated change of values of average annuals component of the geomagnetic field, registered the observatory of "Argentine Islands" (AIA) for 1955-2005 and magnetic observatory "Lvov" (LVV) for period 1953-2005, which represents age-old motion of the geomagnetical field in the district of Western Antarctic Region and on territory of western areas of Ukraine. The algorithms of the computation programs are developed to three-dimensional model the seismic time fields by ray-path and finite-difference methods in models inherently heterogenous geological environments. The method of generation of simulation accelerogram and reaction spectrums to model the seismic influence of local earthquakes is introduced in practice of the aseismic design of buildings and construction in the Ukrainian area conditions. Theoretical bases of method of estimation of disturbance of the D geomagnetical field are improved. The existence of space correlation of the conductance anomaly and focus of inplate earthquakes is based on the generalization of world experience of monitoring of variations of the natural variable electromagnetic field of Earth.
