The research project aims at developing the prototype of a radar instrument for measuring drifts in the ionospheric D region, updating tychniques for determining ionospheric drift parameters, developing corresponding codes, and testing the instrument. The subject of investigation is scientific instrumentation for measuring drifts, measurements techniques, and software. The research project applies theoretical and experimental techniques, and computer simulation. The instrument system description and their data sheets are included in the report. The techniques developed for determining the parameters of ionospheric D region drifts, the software, and the results of prototype testing are presented. The results of this research project are as follows: the prototype of a radar instrument for measuring drifts in the ionospheric D region, the measurement techniques, and the software for data processing. The research results can be used for developing Ukrainian state-of-the-art equipment for probing the lower ionosphere, in doing scientific research, and for undergraduate, graduate, and Ph.D. teaching in atmospheric sciences.
