It is supposed the structural model, which represents the hierarchical organizational structure of the control by the innovational activity of the telecommunication markets on the national level in the conditions of the quick changes of the modern market. There are defined the sources of the input information and the principles to gather the qualitative indications, the critical technologies for the telecommunication markets of Ukraine. On the examples there are constructed the conceptual models of the interinfluence and the models of the development scenarios to define the telecommunication markets of Ukraine. The developed ways and methodics may be used as the toolkit to create the ideas, the conceptions and the scenarios, to formed the databases for the taking decisions, to discover the priority directions with the goal to regulate the telecommunication markets of the future.
