At performance of the research work the basic rules of the concept of transition of the technogenous loaded regions of Ukraine to sustainable development are advanced. The optimum ways of the effective utilization and maximal preservation of natural resources (during realization of economic activity, maintenance of the balanced functioning of technological systems of an economic complex in territory of the technogenous loaded regions by its controlled transformation) are determined. The methodological bases of balance regional nature management with nature-resource potential and ecological technocapacity of territory are proved. The methodological maintenance of definition of a level of nature-technical safety of territory – as parameter of social-ecological-economic rating of an economic complex is developed. The methodological maintenance for the rating of ecological capacity of territory on parameters of a status of an atmosphere and hydrosphere is developed. The technique of a choice of base parameters of stability of a landscape and definition of an integrated parameter of this stability is developed. The base parameters of a qualitative status of components of a landscape - soil cover, superficial and underground waters are determined. The methodical bases of formation of monitoring complex system of functioning of regional natural-technogenous systems for maintenance of their controlled transformation (with the purpose of harmony of development of territory) are developed. The principles of methodical maintenance of creation of multifunctional monitoring of environmental social-natural environment in the control system of regional development are determined. The information software is developed and the rules of these systems of monitoring for stages of achievement of the specifications of sustainable development is proved.
