It was developed the peoposals for perfection of mechanism of forming of priorities on the basis of prognosis-analytical researches. It was proposed the procedures of forming of the system of state priorities of scientific-technological and innovative activity. In particular, it was offered to introduce the hieratic system of state priorities of scientific-technological and innovative activity with the clear distributing of responsibility of organs of executive power for their realization, and also the mechanism of their realisation specific for every level of this hierarchy . It was conducted research of efficiency of management by the state scientific and technical programs . Principal reasons are exposed insufficient efficiency of the government scientific and technical programs. For realization of the offered system and cardinal rise of efficiency of application of mission-oriented approach as one of the most important mecannisms of realization of state policy in a scientific-technological sphere is prepared projects of four legislative acts.
