The objective of work - providing of performers of services with a simple effective instrument of forming public opinion for the increase of role of the public participating in the decision of housing and communal services delivery problems - with a methodology of public forums. The methodological recommendations will be instrumental in introducing the method of forming the rational public position towards the necessity of decision of the problem of population debts for housing and communal services into practical activity of state bodies and communal enterprises. Mastering the methodology of organizaing and conducting public forums will allow the managers of local self-governments and communal enterprises to form the rational public opinion towards the contradictory problems of city life through its discussion by the rational dialog. The methods of the research are: synthesis, analysis, supervision, generalization. Methodology of organizing and conducting public forums is described. An informative brochure for conducting public forums on issue of debts is developed. The organizational and technical issues of conducting public forums are considered: requirement to the place of conducting, composition of audience, regulation and conducting rules etc. A role and functions of a facilitator is described.
