The aim of this research is a deep analyzing of components of economical security of a state (territory units, regions), its threats, factors of increasing of such the security, and determination on this base of system of possible stabilization and innovation decisions to provide economical security of regions and state. The object of the research is the process of management of economic security of territory (region). The main results are the following: it has been developed the system of decisions, which may be realized on different levels of management hierarchy, especially, integration management decisions (IMD) in fuel and energy complex, and this realization may create pre-conditions or improve economic security of territory with such the elements as energy, investment, ecology, production and social-demographical securities. It is proposed the methodical approach to monitor and estimate variable indexes of economical security of territory as the result of realization of abovementioned decisions.
